Bangladesh Public Service Commission (BPSC) is the main
policy-setting and recruitment body of BCS. BCS has 26
cadres. In the parliamentary democracy of Bangladesh, the ultimate
responsibility for running the administration rests with the elected representatives
of the people which are the ministers.
Besides that PSC staff recruitment process is also performed.
For example in the year: 2023
Among the total 346,000 candidates, only 268,119 sat for the exam while the other 78,803 were absent.
A total of 2,309 cadre officers and 1022 non-cadre officers would be recruited through the 45th BCS.

Abstract
Civil service is essential
for effective implementation of public policy
and delivery of public services.
To build an efficient civil service
system, the government must ensure that
talented, competent, and committed persons
are recruited in the civil service. So the recruitment and selection process should be objective,
uniform, and of high quality. But, unfortunately, a sound recruitment system for civil service
does not civil service. But merit has not been given due importance in our recruitment policy
exist in Bangladesh. Ensuring merit in public appointments is an important element
of quality. Reservation of posts, politicization of bureaucracy, and faulty examination
systems are destroying the reputation of the recruitment and selection process to be a
fair and sound system. Against this backdrop, this paper intends to assess and evaluate
the existing recruitment and selection process of BCS and provide some suggestions
to improve the present situation.
